| 如何更好地推进和开展科技外交工作，不断拓展科技外交的广度和深度，是当前中国面临的重要问题。本文以中国和哥斯达黎加开展科技外交为切入点，使用过程分析模型对两国签订部门间科技合作协议、开展科技外交的过程进行研究分析，以期为我国与世界其他国家，尤其是发展中国家和新建交的国家建立科技外交关系提供参考及建议。 |

| It is of great importance for China to carry out its science and technology diplomacy, and to enrich the conception of its science and technology diplomacy continuously. This paper takes the science and technology diplomatic relations between China and Costa Rica as an example, analyzes the process of signing the inter-ministerial scientific and tecnological cooperation agreement and the process of the implement of science and technology diplomacy, trying to provide suggestions for establishing science and technology diplomatic relations with other countries, especially those developing countries and countries that have newly established diplomatic relations with China. |
