| 斯克里普斯海洋研究所是美国的综合性海洋科学研究机构，属于大学拥有并管理，政府仅提供资助的 COCO模式的实验室，其管理机制具有一定的独特性。同时，斯克里普斯海洋研究所作为全球最顶尖的海洋学研究机构之一，对其管理经验进行研究将有助于启发我国海洋科学与技术国家实验室建设的思考。本文从组织架构、管理模式、装备设施管理、经费投入以及人员管理五个方面较为详细地介绍了斯克里普斯海洋研究所管理运营机制的特点。研究发现，斯克里普斯海洋研究所大部分（90%）的研究资金来自联邦机构的基础研究合同和拨款，也有部分来自州政府、私人合约的研究资金，以及加州大学内部的研究资助。在人员管理、资源共享以及组织架构等方面斯克里普斯海洋研究所也表现突出，其灵活性与稳定性并存、兼顾开放与共享的管理模式以及精简组织结构对我国国家实验室建设具有一定的借鉴意义。 |

| This paper describes the characteristics of management and operation mechanism of Scripps
Institution of Oceanography (SIO), which detailed in five aspects: organizational structure, management mode,
equipment and facilities management, funding and personnel management. This study found that more than 90% of SIO's research funding comes from federal institutions' basic research contracts and grants, and the rest comes from state governments, private contracts and research funding within the University of California. SIO is also
outstanding in personnel management, resource sharing and organizational structure. Its flexibility and stability,
open and shared management and streamlined organizational structure have certain reference significance for China's national laboratory construction. |
