      氢能是应对全球气候变化及经济发展的重要清洁能源,全球主要国家积极通过宏观政策支持氢能产业发展。为使我国能源安全及宏观经济稳定增长得到保障,在支柱及优势产业之上发展氢能,同时依托市场规模延伸氢能产业链,进而使氢能在快速且稳定的正常轨道上发展,本文对亚、美、欧等代表性国家及我国地方政府自2019年以来制定的氢能发展新政策进行分析,可以认为不同地区充分依托自然资源优势、产业经济优势、地域人才优势、改革升级需求优势而制定差异化战略发展氢能。针对我国未来氢能战略,提出应从宏观管理、财政补贴、自主科研及人才培养、信息跟踪等方面进行政策布局。

      Hydrogen energy is an important clean energy to cope with global climate change and economic development. Major countries in the world actively support the development of the hydrogen energy industry through macro policies. In order to ensure China’s energy security and stable macroeconomic growth, develop hydrogen energy on pillars and advantageous industries, and at the same time extend the hydrogen energy industry chain on the basis of market size, so that hydrogen energy can develop on a fast and stable normal track, the new hydrogen energy development policies formulated by representative countries in Asia, the United States, Europe, and other local governments in China since 2019 are analyzed. It can be considered that different regions have made full use of natural resource advantages, industrial economic advantages, regional talent advantages, and reform and upgrade demand advantages. Differentiated strategies for the development of hydrogen energy are made. For China’s future hydrogen energy strategy, it is proposed that the policy layout should be carried out from the aspects of macro management, financial subsidies, independent scientific research and talent training, and information tracking.
