| The paper builds an IPROE model, and establishes an index system, which can assess the R&D resources
performance in Universities. Meanwhile, the paper tries to strengthen the standardization and maneuverability of the
statistics work on R&D resources, and tries to improve the efficiency of R&D resources allocation. |
