| 建立和完善国家科技报告服务系统是国家科技报告制度建设的重要环节之一，对整个工作体系的效能起
着关键作用。文章着重对国家科技报告服务系统的构成要素进行分析，提出实现相关方利益平衡的主要机制，针对国
家科技报告服务系统功能的设计原则、内容设计与拓展等提出建议和设想。 |

| Construction of a service system for the National Scientific and Technical Reports (NSTRs) is
one of the key aspects for the establishment of management institutions for NSTRs, which plays a key role
in improving the effectiveness of the whole working system. This paper focused on the elements of the
service system of NSTRs, and presents the main mechanisms to achieve the benefit balance between different
stakeholders. In addition, some suggestions and ideas were put forward on the design principle, content and
expansion of the function of NSTRs service system. |
