| 通过对比分析各地方政府、机构发布的《科学数据管理办法》实施细则现状与特点，为我国各科学数据主管单位制定和完善相关政策提供参考。以收集到的11份科学数据管理实施细则为对象，运用内容比较分析法，从政策总
体要求、管理架构、科学数据管理模式、科学数据管理与服务平台、保密与安全、评价考核制度等多层面对文本内容
进行分析。《科学数据管理办法》实施细则具有形式规范并注重与相关政策法规的协同、形成科学数据中心为载体的多
级管理架构、科学数据管理模式化、突出管理和服务平台作用、强调数据保密和安全管理和重视考核评价制度等特点。 |
