| 基于产业链和创新链运行下各主体之间的竞争与合作关系，以需求为导向，构建“产业链—情报服务链—
创新链”动态螺旋循环创新服务关系，提出“两链”融合下的科技情报创新服务模式构建方案。以陕西省科学技术情报
研究院为例，分析该模式的可行性，实证“两链”融合服务模式的效果与价值。为政府打通产业链堵点、畅通创新链痛
点、补齐“两链”融合断点提供决策参考。 |

| Based on the competition and cooperation between the main bodies under the operation of the
“two chains”, this research orients by the demand chain and builds a dynamic, circular, innovative service
relationship about “industrial chain-information service chain-innovation chain”, then puts forward a plan for
the construction of a S&T intelligence innovation service model under the integrated development of the “two
chains”. At last we take Shaanxi Institute of S&T Information as an example to analyze the feasibility of this
model, and then demonstrate the effect and value of the “two chains” integrated service model. Through this
innovative service model, we can help the government to provide the decision-making reference to open up the
industrial chain blockages, smooth the pain points of the innovation chain, and make up for the “two chains”
integration breakpoints. |
