| This paper combs through the policy measures related to horizontal project management issued at the national level and in Xinjiang since 2016-2022, summarizes the reforms and innovations of horizontal project management approaches in other provinces, analyzes the problems of horizontal project management in Xinjiang, dissects the blockage problems in Xinjiang's implementation of the incentive policies for horizontal projects, and puts forward countermeasures and suggestions for strengthening policy innovation for horizontal projects in Xinjiang. |
