| 随着开放科学运动的推进，公共资助论文的二次出版权已成为全球学术出版界变革的焦点。二次出版权是指作者将学术论文发表于期刊后，依法享有的在特定条件下再次公开传播其论文的权利。作为一种重要的法律工具，二次出版权对促进学术成果的广泛传播和知识共享具有重要意义。通过网络调查法和文献调研法，梳理欧盟二次出版权制度和实施做法，并结合我国公共资助论文开放获取现状，借鉴欧盟二次出版权制度，从开展二次出版权制度创新试点、加大二次出版权及知识库的宣传力度、增设论文二次出版专属服务等方面入手，推动我国基金资助论文的开放获取。 |

| With the progress of open science movement, the secondary publishing right of publicly funded papers have emerged as the focal point of the transformation in the global academic publishing industry. The secondary publishing right refers to the right that an author legally enjoys to publicly disseminate their academic paper again under specific conditions after it has been published in a journal. As an important legal tool, the secondary publishing right is of great significance for promoting the wide dissemination of academic achievements and knowledge sharing. This article uses the methods of online survey and literature research to review the secondary publishing right system and implementation practices in the European Union; combined with the current situation of open access for public-funded papers in China, it is advisable to draw on the secondary publishing right system of the European Union, starting from conducting pilot projects for secondary publishing right system innovation, increasing the publicity of secondary publishing rights and knowledge bases, and adding exclusive services for the secondary publication of papers, to promote the open access of funded papers in China. |
