      推动氢能产业高质量发展有赖于产业政策的精准引导与系统支撑。在梳理中国氢能政策演进脉络及国内外相关文献的基础上,利用“供给—需求—环境”三维分析框架,采用政策计量方法,对2005年1月1日—2025年5月30日收集的265篇政策文件进行量化分析。研究发现:在政策结构方面,供给型政策工具长期占主导地位,需求型与环境型政策工具覆盖仍显不足,在应用广度和深度上仍有待加强。基于此,研究提出从降低对财政补贴的依赖、加强中长期稳定性政策供给、推动高质量外资引进与科技合作、促进跨部门跨能源品种场景整合等方面,系统优化中国氢能产业政策路径的建议。
英文摘要:
      Promoting the high-quality development of the hydrogen energy industry relies on the precise guidance and systematic support of industrial policies. Based on a systematic review of China’s hydrogen policy evolution and relevant domestic and international literature, this study employs a “supply-demand- environment” triple-helix analytical framework and policy bibliometric methods to conduct a quantitative analysis of 265 policy documents collected from January 1, 2005 to May 30, 2025. The findings reveal that, regarding policy structure, supply-side policy tools have long been dominant, while the coverage of demand- side and environment-side policy tools remains relatively insufficient, requiring further enhancement in both breadth and depth of application. Based on these findings, the study proposes systematically optimizing the path of China’s hydrogen energy industry policies by reducing reliance on fiscal subsidies, strengthening the provision of medium- to long-term stable policies, promoting the introduction of high-quality foreign investment and technological cooperation, and fostering cross-departmental and cross-energy carrier scenario integration.
