      为响应国家科技创新战略与区域发展需求,破解传统科技查新局限及科研鉴证碎片化、滞后性、非专业性困境,需要明确省级科技情报机构科研鉴证情报化的推进逻辑与服务路径。从理论逻辑、现实需求、实践条件3个维度分析科研鉴证情报化的必然性、必要性与可行性,在将其划分为三阶段进阶路径的基础上,进一步解析高阶服务的实现路径,以用户精准需求画像为引领,结合陕西省重点技术领域重点研究方向需求,构建动态需求响应模块与模块化情报产品体系,开展科技项目管理全流程实践验证,从而形成“精准画像引领—数智赋能支撑—模块化产品输出—多链融合服务”的科研鉴证情报化服务高级阶段实现路径,构建陕西省重点技术领域的差异化情报服务体系,并在科技项目管理全流程中得到有效应用,为政府、高校、企业等多元主体提供精准化、高时效情报服务,助力区域关键核心技术突破与科技创新高质量发展。

      In order to response the national scientific and technological innovation strategy and regional development needs, and overcome the limitations of traditional sci-tech novelty retrieval and the fragmented, lagging, and nonprofessional difficulties of scientific research verification, it is necessary to clarify the promotion logic and service path of scientific research verification informatization for provincial science and technology information institutions. This paper analyzes the inevitability, necessity and feasibility of scientific research verification informatization from three dimensions: theoretical logic, practical needs and implementation conditions. On the basis of divided three stages of the progressive path, it further elaborates the realization path of advanced stage services. Guided by accurate users demand portraits, combined with the demand of key research directions in key technological fields of Shaanxi, it builds dynamic demand response modules and a modular information product system, and conducts full-process practical verification in sci-tech project management. Finally, it forms a advanced stage realization path for the scientific research verification informatization services featuring “precision portrait guidance, digital-intelligent empowerment support, modular products output and multi-chain integrated services”, constructs a differentiated information service system for key technological fields in Shaanxi, and achieves effective application in the entire process of sci-tech project management. It provides precise and highly efficient information services for multiple entities including government, universities and enterprises, so as to boost the breakthrough of key and core technologies and high-quality development of scientific and technological innovation in the region.
