| 知识产权保护对于激励科技创新、保持竞争优势至关重要。版权登记是知识产权保护的重要形式。科技报
告是科研项目投入的成果形式，实行科技报告版权登记有助于认定和公示版权权利状态，激发创作热情，促进科技成
果转化和应用，保障交易安全，提高科研人员的创新能力和机构的核心竞争力。本文对科技报告登记制度的内涵、现
状、登记原则等问题进行研究，并为科技报告版权登记制度的建立提出建设策略。 |

| The protection of intellectual property is very important to encourage technology innovation
and keep competitive advantage. Copyright registration is an important form of intellectual property rights
protection. The scientific and technical report is the result of scientific research project, copyright registration of
scientific and technical report helps to Identify and state public copyright rights, stimulate creative enthusiasm,
promote the transformation and application of scientific and technological achievements, ensure the safety
of transactions, improve the core competencies of the innovation ability of scientific research personnel
and institutions. This paper studies the connotation and principle of the copyright registration system, the
registration procedure. and put forward the construction strategy of the copyright registration system for
scientific and technological report. |
