城市轨道交通具有投资额大、回报周期长、经营风险大、公益性和外部性等特点,轨道交通建设初期,政府必须优先考虑如何建立有效的投融资机制以解决建设资金问题。投融资模式的设计和选择是城市轨道交通建设的前提和基础。本文通过分析对比世界三大城市——东京、伦敦、纽约与北京轨道交通投融资模式特点的基础上,初步总结出几大城市轨道交通投融资模式的异同,探讨近年来轨道交通建设投融资体制转变过程中的政策导向和发展趋势,为北京市轨道交通建设提供参考依据。 |

The features of urban rail transport are great investment, long recovery period, big operation risk,commonweal and exteriority. During the initial stage of rail transport construction, government should firstly consider how to build effective investment and financing system to solve fund problem. Design and selection of investment and financing model is the prerequisite and basis for urban rail transport construction. The paper analyses the urban rail transport investment and financing mode of Tokyo, London, New York and Beijing and on the basis of comparison of their characteristics, primarily summarizes the similarities and differences in investment and financing models of urban rail transport. Then the paper discusses the policy directions and development trends of transformation processes of investment and financing system for rail transport construction in recent years and provides the reference for rail transport construction in Beijing. |
