| 数据资源之争可能成为决定大国博弈走势的战略制高点。本文介绍了主要大国通过加强数据资源整合共享、抢占制定跨境数据流动规则的主导权等方式强化对数据资源的掌控力量，进而扩大对全球数据驱动型经济和网络空间数据主权的影响；梳理了我国在数据资源体系化布局与数据跨境流动规则制定方面仍存的短板和不足；并针对这些问题提出在大国博弈背景下加强我国数据资源布局的政策建议。 |

| The battle for data resources may become the strategic commanding heights, which determines the trend of the game between major powers. This paper introduces the major powers which strengthen their control over data resources by strengthening the integration and sharing of data resources, and preempting the dominance of formulating cross-border data flow rules, thereby expanding influence on the global data-driven economy and cyberspace sovereignty. It sorts out the shortcomings and deficiencies of China on the systematic layout of data resources and the formulation of cross-border data flow rules, and puts forward policy suggestions for strengthening the layout of data resources in the context of the great power game. |
