| 20世纪80年代后，日本科技厅实施的ERATO计划对日本创新系统起到了催化剂作用，其以基础科学实现领先地位和经济追赶的历史经验值得科技后发国家学习和借鉴。本文对日本ERATO计划的组织和运行特征以及运行成效进行研究，并对我国加强基础研究、推动颠覆性创新提出了启示和建议。 |

| After 1980s, ERATO implemented by Japan Science and Technology Agency has played a catalytic role in its national innovation system. Its past experience of achieving a leading position and catching up in basic science is worth studying. In this paper, the organization and operation characteristics of Japan’s ERATO Program are studied, and some inspirations and suggestions for strengthening basic research and promoting disruptive innovation in China are put forward. |
