| 从现实和理论层面论证加强科技资源管理研究的必要性，对科技资源管理的内涵进行了界定，从基本属性、管
理方式、支撑手段和空间尺度４个维度构建科技资源管理理论框架，并对科技资源管理研究的理论与方法论基础进行了初
步探讨。本研究可为科技资源管理理论的构建和完善提供参考和借鉴。 |

| This paper demonstrates the necessity of strengthening the study on Science and Technology(S&T) resources management from the practical and theoretical perspective, redefines the connotation of S&T resources management, construct the theoretical framework of S&T resources management in four dimensions: has resources attributes, resource flows, support tools and spatial scales, discusses the theoretical and methodological basis of S&T resources management research. This study will provide some reference for the construction and improve of the theory S&T resources management. |
