| 政府资助科研项目目前有提交报告的要求，但存在缺乏完善的机制，要求提交的报告类型不完整、交流
利用有限等问题。科技报告是一种重要的国家知识资产，其服务对象主要是科研人员。对现有年度报告、验收报告的
改写实践证明，通过格式规范，内容整合提炼，在现有报告制度基础上可以实现向科技报告制度的转型，重点是要进
行观念转变，将科技报告工作纳入科研管理程序，建立有效的工作流程和责任机制，并重视报告的合理共享。 |
| 英文摘要: |
| The current management systems of national scientific and technical project have the rules that
reports should be provided to project funder, but not included all kinds of reports. At the same time, there
aren’t mechanisms to insure reports can be totally submitted and used. Technical reports are important
knowledge assets and should serve for researchers. By unifying format and adjusting content, the existing
annual reports and final reports can be rewired to technical reports. Technical reports systems can be developed
based on the current reports system. The key measures are clear the importance of technical reports, bring
report management into project management procedure, optimize the management process, and emphasis the
share and usage of reports. |
