| 2015年1月20日我国政府出台了《关于加强中国特色新型智库建设的意见》，旨在建设中国特色新型智库。
由于国外智库发展起步早，因此建设中国特色新型智库，不仅要结合本国国情，更要注重借鉴国际智库发展建设的经
验。文章采用比较法、文献调研法，从机构独立性、人才机制、研究成果转化、国际合作、咨询服务5个方面对美德日
韩智库机构进行对比分析，归纳国际智库建设的特点，并从加强智库建设角度提出对我国智库的启示。 |

| On January 20, 2015, our government issued “Opinions on Strengthening the Construction of New
Think Tanks with Chinese Characteristics”, aiming at building new think tanks with Chinese characteristics.
Due to the early development of foreign think tanks, the construction of new think tanks with Chinese
characteristics should not only be combined with the national conditions, but also draw lessons from the
experience of the development and construction of international think tanks. By means of comparative method
and literature research, this paper makes a comparative analysis of the think tank institutions of America,
Germany, Japan and South Korea in terms of organizational independence, talent mechanism, transformation
of research achievements, international cooperation, consulting services. The article summarizes the
characteristics of the international think tank construction, and maps out the enlightenment to China’s think
tanks from the perspective of strengthening the construction of think tanks. |
